Hardy Planners are delighted to have secured full planning permission for 5 no. dwellings in Roughton, North Norfolk.

The scheme was not without its challenges: whilst outline permission was secured for 4 no. dwellings, we believed the site could be host to 5 no. dwellings should the space available be utilised efficiently and effectively. Shortly after the application was submitted in November 2025, the LPA adopted their new Local Plan, therefore we adapted the housing mix to ensure it was policy-compliant and negotiated with the planning officer who agreed to remove the requirement for an affordable commuted sum. Air Source Heat Pumps and electric car charging points were added to the plans and the scheme was recommended for approval.

Whilst the scheme became caught out by Anglian Water capacity issues as the mains sewer is considered to be at capacity, with no Anglian Water improvements scheduled for the next 5-10 years, we contacted the Anglian Water planning manager and made the case that the site was previously occupied by 27 caravans and their impact on the mains sewer system would be much more adverse than for the 5 no. dwellings being considered. We made it clear no commencement had been made to date therefore the caravan use could be reintroduced on site without delay; Anglian Water removed their objection within a week.
